He is double board certified in anesthesiology and pediatric anesthesiology and serves the American Board of Anesthesiology as an oral board examiner. Dr. Ray is the founder of Raydiant Oximetry and relocated to California to join the Fogarty Institute for Innovation. He is the PI (principal investigator) for the human clinical feasibility study, the animal studies and the NIH grant.

Dr. Rosen is world-renowned for his research in fetal surgery, which involves surgery on the baby while inside the mother to reverse the consequences of fetal medical conditions that are incompatible with life. Dr. Rosen also consulted for Nellcor in the 1980s for the development of its fetal pulse oximeter.
